Hooda for formation of employment oriented schemes

CHANDIGARH, MARCH 24. The Haryana Chief Minister, Bhupinder Singh Hooda, today directed the administrative secretaries of all the departments to formulate employment-oriented schemes to create new opportunities of employment for the unemployed youth of the State. He also asked them to prepare these schemes at their own level keeping in view the welfare of the poorest of the poor.

The Chief Minister urged them to bring about a qualitative and perceptible change in the functioning of the government machinery so that the people could feel a clear change in the administration within the next three months. "An effective system should be evolved to eradicate corruption, red-tapism and lethargic attitude of the government employees. The whole administrative system should be held responsible for the success or failure of any of the schemes initiated for the welfare of the people."

Mr. Hooda reiterated that the honest and dedicated officials would be suitably rewarded and those found involved in corrupt practices would be punished severely.

Mr. Hooda also instructed the officers to get the schemes sanctioned in the first quarter of the year and get the funds released also so that development

works could be taken up expeditiously. He also said that a mode be evolved to supervise whether the schemes being implemented were feasible or not and there should be mechanism of monitoring them at the ground level also. And to check red-tapism and to regulate the movement of files, movement slips should be affixed on them to know at what level the delay occurred.

The Chief Minister stated that he could get maximum funds from the Central Government for the development of the State and all this depended upon how good schemes were formulated by the officers. He urged the officers to shelve the redundant schemes and asked them to restructure the schemes which benefited the masses to the maximum extent.

Mr. Hooda also asked the officers to improve the working of the public dealing offices especially at the district and tehsil levels so that the people may

not face any problem in getting their works done.

It was also suggested that the IT policy of the State Government should be clear and exhaustive to guide the different departments. It was also suggested that corrective measures be adopted in those public sector undertakings which were running in losses.

Others who were present in the meeting included Sunil Ahuja, Chief Secretary, M.L. Tayal,Principal Secretary to Chief Minister, Bhaskar Chatterjee, Financial Commissioner and Principal Secretary, Finance and Raj Kumar, Financial Commissioner and Principal Secretary, Planning.
