HYDERABAD, MARCH 24. For the third consecutive year, Osmania University presented a deficit budget with fund shortage estimated at Rs. 11.70 crores as against Rs. 9.53 crores last year. D.N. Reddy, Member, Executive Council, who presented the budget for 2005-06, said the university plans to introduce more self-financing courses apart from getting additional grants from the Government to plug the growing fiscal deficit. The revenue was projected at Rs. 87.08 crores as against the expenditure of Rs. 99.05 crores. He cited payment of UGC arrears due from the Government, as a major reason for the growing deficit. The university also hopes that the Government would enhance the block grant by 6.5 per cent on par with other universities in the State. He said the major share comes from the State Government's grant of Rs. 68.55 crores while Rs. 16.93 crores would be raised through internal resources. It plans to raise Rs. 1.6 crores through recovery of loans and advances.
Major expenses
A major portion of the revenue would be spent on salaries and pension benefits to employees, which is estimated at 86.92 per cent of the income while 11.46 per cent would be spent on contingencies and 1.62 per cent on loans to employees.
The Vice-Chancellor, Suleiman Siddiqui, listed out various research projects bagged by different departments of the university. He said 21 new research projects have been sanctioned by the UGC and Rs. 1.38 crores allocated. To promote consultancy services and raise funds, the University has established Research and Development Consultancy Cell (RDCC). It would function under single window concept.
New course
Prof. Siddiqui said for the first time in India, an M.E. programme in Bio Medical Electronics is being introduced by the University College of Engineering. The UGC has provided Rs. 23 lakhs financial assistance so far and this will be supplemented by Rs. 1.50 lakhs every year for five years. Prof. D. N. Reddy, also Dean of Engineering said admission to the 18 available seats would be based on GATE score and a test conducted by the university.
