MCD, Delhi Government heading for confrontation

NEW DELHI, MARCH 27. The squabbling between the Sheila Dikshit Government and the Congress-ruled Municipal Corporation of Delhi just refuses to end. The two are once again heading for a confrontation with a delegation of the Congress Councillors led by its leaders in the Corporation demanding a probe against the Chief Secretary, S. Regunathan, for "misleading'' the Lieutenant-Governor, B.L. Joshi, on the issue of handing over streetlight maintenance to the private discoms.

It is learnt that a delegation of the Congress Councillors led by the Standing Committee chairman, Mukesh Goyal, and the Leader of the House, Satbir Singh, had recently met Mr. Joshi and submitted a memorandum to him demanding a probe by a retired judge of the High Court against Mr. Regunathan for "misleading'' Raj Nivas by stating that the Delhi Government had already taken approval of the Corporation for handing over the 2.82 lakh streetlights in Delhi to the private dicoms.

The letter written by Mr. Singh has stated that the Chief Secretary had acted in a totally "partisan'' manner on the issue and therefore it needs to be probed why such a position was taken when in actual fact was that the Corporation had not granted its approval to the project.

It is also understood the Corporation Councillors also informed Mr. Joshi about the repeated attempts by the Delhi Government to undermine the functioning of the Corporation by not releasing funds on time thereby affecting developmental works and showing it in poor light. The Councillors are peeved over the decision of the Delhi Government to rush ahead with handing over the streetlights to the private discoms without following proper procedure. "Undue haste was shown by the Delhi Government to rush with this controversial matter and that is what needs to be probed,'' a senior leader remarked.

The Corporation leaders are also upset over the fact that despite all opinion, including administrative as well as legal, clearing the case of secretary to the MCD Commissioner, G.S. Mathroo for his induction into the Corporation, the Delhi Government has been holding on to the file for months. "The case will have to be cleared ultimately. It is only spoiling the relationship between the Delhi Government and the Corporation. It is a small matter and should be disposed of without any further delay lest it leads to further complications in the matter of streetlights which is a far more important issue,'' a senior official remarked.

Interestingly, the issue of streetlights is pending with the Corporation and it is unlikely that it will be cleared in the near future if the stance of the Councillors is any indication.

It is understood that Raj Nivas has forwarded the letter written by Mr. Singh to Chief Minister's Office for further comments and the matter will once again be raised during the next meeting of Standing Committee of the Corporation. "The delay in release of funds would only affect the developmental activities of the Delhi Government as MCD is only the implementing authority for a large number of projects. It would be wise to settle all disputes amicably,'' said an official.
