Deputy Chief Minister post creation not ruled out

HYDERABAD, MARCH 28. The Finance Minister, K. Rosaiah, on Monday told the Assembly that the Government would "keep in mind" a section of the members' demand for creation of the Deputy Chief Minister post.

Replying to a marathon debate, often marred by angry exchanges, on implementation of the GO 610 and Girglani Commission report, he admitted that there was indeed a convention of sharing the posts of Chief Minister and the Deputy Chief Minister among the regions of the State. That was how, J. V. Narasing Rao, K. V. Ranga Reddy, C. Jaganadha Rao and Koneru Ranga Rao became Deputy Chief Ministers in the past.

Mr. Rosaiah, who deputised for the Chief Minister, was, however, guarded and did not make any firm commitment on implementation of the GO 610 and the commission report in a time-bound manner. But he announced formation of yet another committee, this time comprising four senior Secretaries to gather information from various departments.

"The Government is committed to implementing Presidential Order and GO 610 in true spirit and any irregularities and deviations would be set right. But it is not practical to fix a time frame as experience has shown," he said.

The Telugu Desam had issued GO 610 in December 1985 and promised its implementation by March 1986 but it could not do anything in nine long years.

"I am wary of making any promise. The issue is sensitive," he added.

He said the officers committee would place its report before the Group of Ministers constituted to study GO 610, "as early as possible". As for the mechanism of implementation, he said a decision would be taken soon whether it should be all-party committee or an official panel. "It should not be misconstrued as a delaying tactics.
