Call for effective functioning of House

HYDERABAD,
MARCH 28.
Speakers at a seminar on `effective functioning of Assembly proceedings' held here on Monday urged legislators to play a more constructive role by enlivening the proceedings.
The seminar was organised by the Rajaji International Institute of Public Affairs.
Justice Jayachandra Reddy in his address recalled the stellar role played by stalwarts in the past in the legislative bodies and advocated a `dash of humour' as an essential ingredient for dispassionate discussions.
The Chief Minister, Y.S. Rajasekhara Reddy, lamented the poor quality debates in the House and the lack of time management due to repeated interruptions.
Both ruling party and the Opposition were like two sides of the same coin and hence a greater responsibility was thrust on them in adding quality to the sessions.
The Minister for Legislative Affairs, K. Rosaiah, the Chief Whip, N. Kiran Kumar Reddy, and the Floor Leader of the CPI (M) Legislature Party, N. Narsimahaiah, spoke.
