Software to help improve BMP administration

BANGALORE, MARCH 28. For better tracking of file movement and to bring in transparency in administration, the Bangalore Mahanagara Palike (BMP) proposes to use one software in all its departments.

The Chairman of the Standing Committee on Taxation and Finance, M.K. Gunashekar, who presented the BMP budget for 2005-2006 on Monday, said the software will help expedite file clearance and avoid handling of files at various stages.

Transparency

To ensure transparency in the award of contracts, the BMP will adopt e-tendering of contracts from this year. A sum of Rs. 2 crores has been set aside for the purpose.

Audit procedure

The budget proposes to change the audit procedure from post audit to concurrent audit in its fund-based accounting system from April 1. This is to bring in financial discipline in the civic body.

A `pouravahini' team will be set up in the BMP Council Secretariat to strengthen the city's governance.

The team will compile all the resolutions taken in the council and monitor their implementation. It will also keep a record of the council resolutions which are rejected by the Government.

The BMP's Statistics Department will be computerised and birth and death certificates issued online.

The bylaw relating to issue of permissions for advertisements are outdated and it will be amended soon.

Mayor's fund

The Mayor's discretionary quota has been increased from Rs. 11.27 crores to Rs. 15 crores this year.

A part of this fund will be merged with the Rs. 10-crore Central Reserve Fund to double the individual ward-wise grants from Rs. 50 lakhs to Rs. 1 crore.
