HYDERABAD, MARCH 29. The Chief Minister, Y.S. Rajasekhara Reddy, today observed that the entire process of service delivery should be simple, clear, result-oriented and above all intelligible to the common man. Addressing the tenth meeting of the Standing Committee of Inter-State Council in New Delhi, he said this was necessary when the ultimate goal of good governance was welfare of the people, especially the poor. Dr. Reddy stressed that civil service was a key instrument to carry out reforms and modernise governance for effective service delivery. "Public servants must have reasonable tenures to facilitate development of expertise and commitment, which are essential to deliver the goods. The structures of Government at the Centre and in the States needs a systematic overhaul to shed redundant elements, strengthen operation parts and prepare them to meet the emerging challenges."
Change in mindset
He said this would become possible only when a mindset that would not resist a change in status quo was ushered in. This receptivity to small changes should be cornerstone for any action plan to herald good governance. He appreciated the council's secretariat for bringing out a blueprint on an action plan on good governance in the shaping of which the State's Centre for Good Govenance had played a significant role. He declared that CGG was being shaped as an institution par excellence not only in the country but also in the entire developing world. Dr. Reddy explained the schemes being taken up by his Government to ensure healthy and sustainable development of the State by ensuring balance growth in core areas.
