Punjab Assembly passes VAT Bill amid walkout

CHANDIGARH, MARCH 29. The Punjab Assembly today passed by voice vote the Punjab Value Added Tax (VAT) Bill, 2005, replacing the Ordinance amid opposition by the Shiromani Akali Dal (SAD) and Bharatiya Janata Party (BJP) members.

During the debate on the Bill, the Chief Minister, Amarinder Singh, said the Bill was a progressive one and members should not oppose it in the interest of people.

He said the VAT had been implemented in Haryana and was in operation there for the past two years. But in Punjab it was the fear of the unknown that the opposition members were against the passage of the Bill.

He said the Bill did not have any prosecution clause and the penalty clause was defined in it. Other taxes like CST will go in a phased manner once the VAT came into operation.

Regarding agriculture sector for which about Rs 100 crore were proposed to be raised through cess on diesel, he said he had directed the Finance Minister to find alternative sources of money for funding the sector.

The Finance Minister, Surinder Singla, highlighted the advantages of the VAT, saying the new taxation method was not complicated and harsh as alleged by the Opposition.

The SAD leader, Parkash Singh Badal, said the Government had taken a hasty step in bringing the Bill.

He said that the Bill should be sent to the Select Committee for its opinion before being passed.

He said that Central Sales Tax, Entry Tax and other taxes should be abolished if the VAT was to be implemented.

He said Tamil Nadu, Uttar Pradesh, Madhya Pradesh, Rajasthan and Jammu and Kashmir had also refused to implement the VAT.

The BJP members, Tikshen Sud and Sukhpal Singh, staged a walk out from the House and raised slogans when the Speaker refused to give more time to Mr Sud to speak on his amendment notice.

They were joined by members of the SAD who also trooped out before the Bill was passed by the House.
