CHANDIGARH, MARCH 29. The Haryana Deputy Chief Minister, Chander Mohan, said here today that the new Congress Government was committed to improving the State's economy through better fiscal management and optimum use of financial resources. This would not only ensure the State's development but the benefits would percolate to the poor as well. Presiding over a seminar on "How to improve lot of the poor through accounts and works'', he said the main thrust of the Government would be on providing the basic amenities to the people along with a transparent and responsive administration. The seminar was organised by the Panchkula and Chandigarh Chapter of the Institute of Cost and Works Accountants of India. The other speakers made a fervent plea for introducing "cost and accounts services" in the State-run Boards and Corporations. They suggested that cost accountant advisers should be appointed in government departments, which were headed by officers of the Haryana Civil Service cadre. The Panchkula and Chandigarh Chapter chairman, Vikas Gupta, said that the Institute had 19 chapters across the country. The Institute of Cost and Works Accountants of India member, D.C.Arya, sought amendment to the VAT Act for incorporating role of cost accountants. A double entry system should be introduced for the gram panchayats for their effective monitoring, he added.
