Secrecy & governance

Sir, — This refers to the article, `Secrecy and governance' (March 30.) As the author rightly notes, the Official Secrets Act, 1923, survived colonialism, which departed from Indian shores over five decades ago.

Does anyone remember that the Henderson-Brooks Report that went into the India-China war of 1962 is yet to see the light of day on Indian soil, though its contents were shared with Neville Maxwell of The London Times in the 1970s?
