Governor names 14-member board of management for vet varsity

BIDAR, MARCH 31. The Governor, T.N. Chaturvedi, who is also the Chancellor of the universities in the State, has constituted the board of management of the Karnataka Veterinary, Animal Husbandry and Fisheries Sciences University. The 14-member board comprises seven ex-officio members and seven others.

The Vice-Chancellor of the university, R.N. Srinivas Gowda, is the chairman of the board, and the Registrar, Suresh Honnappagol, is the member-secretary.

R.V. Patil, former Director of Instruction, has been appointed in the category of scientist with practical experience in research, teaching and extension. M. Rajanna of Sidlaghatta in Kolar has been appointed in the category of the progressive livestock farmer. He is an agriculture science graduate and is on the board of directors of the Karnataka Milk Federation.

K.P. Kotekar of Mangalore is a progressive pisciculturist and fish trader.

P.S. Nandakumar of Bangalore has been appointed as a representative of agro industry. He is the president of the Livestock Feed Manufacturers Association, a group of cattle, poultry and fish feed producers, Sheela Tiwari of Gulbarga has been included in the category of women social worker, and Samad Siddique of Bidar will be on the board by virtue of being an educationist.

Objective

Apart from these persons, the president of the Karnataka Veterinary Council is also a member. The board has been constituted in such a way that it helps the university achieve its objective of being a "rural oriented, farmer friendly" institution, said Dr. Gowda in a press release.

The Principal Secretary (Animal Husbandry and Fisheries) or his nominee, the Principal Secretary (Finance) or his nominee, the Law Secretary or his nominee, the Director (Animal Husbandry) and the Director (Fisheries) are the ex-officio members.

Nominees should be officials not below the rank of Joint Secretary, the release said.

`Well balanced'

University sources said that the balance of region and caste groups has been maintained in the board. There are two persons from Bidar, one from Gulbarga, two from south Karnataka and one from the coastal areas.

Budget approved

The university's board of management approved a budget of Rs. 14.53 crores at its first-ever meeting here on Wednesday. Dr. Gowda said in a release that the budget prepared for six months had a deficit of Rs. 5.6 crores.

The budget included Rs. 9 crores for non-plan expenditure such as salary and Rs. 5 crores for planned development activities. Planned allocations included Rs. 25 lakhs for acquisition of nearly 100 acres of land for expanding the university, Rs. 58 lakhs for civil works, and Rs. 10 lakhs for strengthening the Deoni cattle breed development centre at Hallikhed (B) in Bidar district.

Raise in grant

The board members resolved to urge the Government to increase the development grant substantially and the salary grant by at least 10 per cent from the next year.

The university had demanded a development grant of Rs. 30 crores over three years.

The State Government has released Rs. 2.06 crores in 2004-2005 and Rs. 5 crores for 2005-2006.

Finance committee

The board also set up a finance committee to scrutinise the annual accounts and the budget and examine all the proposals involving expenditure related to the university.

The Vice-Chancellor, the board members, Mr. Rajanna and Mr. Siddique, and the principal secretaries of Animal Husbandry and Finance will be the members of the committee.

The Comptroller of Finance, M. Pushparaj, will be the member-secretary.
