DHARWAD, MARCH 31. The State Election Commission has turned down a plea by the Karnataka Pradesh Congress Committee to disqualify Shantavva Gonal, President of the Dharwad Zilla Panchayat, and four others. The plea was made after Ms. Gonal contested the elections to the post of President against the official candidate of the party and won eight months ago. She and five of her supporters have been charged with violating a party whip to vote for the official candidate during the elections. The Election Commission accepted the plea of the members concerned that no whip was issued by the observers, and hence, the question of violating the whip did not arise. This was disclosed here on Wednesday by Ms. Gonal and I.C. Gokul. They said they have not received any communication about their suspension from the party and the question does not arise at all as they have not violated party discipline. Ms. Gonal and Mr. Gokul charged the Minister for Law and Parliamentary Affairs, H.K. Patil, with trying to make them scapegoats.
