`Quality of life' will determine who's poor and who isn't

PONDICHERRY, MARCH 31. The Local Administration and Civil Supplies Minister, A. Elumalai said today that the Government proposed to issue yellow ration cards to families coming under the category of `Above Poverty Line' (APL) and red cards to the families `Below Poverty Line' (BPL) in the Union Territory.

Replying to a call attention motion tabled by R.V. Janakiraman (DMK) and A.M. Krishnamurthy (BJP), who alleged that the poor were facing hardship in getting welfare benefits because of a lack of appropriate cards or mix-up in identification of the beneficiaries, the Minister said steps had been taken to issue the cards to all eligible families without room for complaints.

He said that a survey was conducted by the Government to identify the two categories (above and below poverty line categories of families) between October 2003 and February 2004.

The enumeration schedules were being computerised now with the help of the Pondicherry Engineering College.

The survey would enable the government to issue the two types of cards, he said.

Mr. Elumalai said that as per the guidelines of the Centre income alone was not the sole criterion to determine BPL status of a family. Quality of life was the main basis to decide the status.

He said that a meeting of MLAs would be convened meanwhile to determine the criteria for deciding who falls under the BPL category.

New ration cards would be issued to the public after the classifications.

He said that on January 31 this year there were 97,612 families coming under the BPL category.

Mr Janakiraman and Krishnamoorthy asked the Administration to speed up computerisation and issue the cards without delay.
