HYDERABAD, MARCH 31. The Government's transfer and promotion policy sparked off noisy exchanges between Congress and Telugu Desam members in the Assembly on Thursday. Raising the issue through a question, K. Atchan Naidu (TDP) alleged "large-scale" corruption in the transfer and promotion of Government employees. If some employee wanted a transfer, he should either pay a bribe or be a relative of Chief Minister, the Ministers or officials, he said. The Assembly lobbies and the Secretariat corridors were full of people seeking transfers. Congress members protested angrily. Mr. Naidu said he was prepared to prove the charges if the Government ordered a judicial enquiry. He wanted to know how many transfers were done during the last 10 months. The Revenue Minister, Dharmana Prasada Rao, denied the charges and ruled out judicial enquiry as "unnecessary". It was also difficult to disclose the number of transfers as there were six lakh employees. The TDP member was making sweeping allegations and if a specific instance was brought to the notice of the Government it could order enquiry and take action against guilty officials, he said.
