Khandre criticises MLAs' move
BIDAR
APRIL 1.
Bheemanna Khandre, former Minister, has criticised the legislators for opposing transfer of power to gram panchayats. Legislators by definition should make laws and ensure that the executive implements them properly. However, they are trying to seize what does not belong to them. Encroachment upon another's responsibilities and powers creates more problems for the people than solving them, he said. They are trying to usurp powers of gram panchayats. Such a move is against the Constitution which aims at decentralisation of the decision making process, he said. Mr. Khandre, who is the President of the Mahatma Gandhi Sahakari Sakkare Karkhane, thanked Chief Minister, N. Dharam Singh, for releasing grants to the factory.
Winners of drawing contest

APRIL 1.
Kavyashree of St. Cicily's Higher Primary School, Udupi, has bagged the first place in category one (first to fourth standards) in "Chiguru 2005," the second State level drawing competition organised by Shree Chakrapani School of Art, Mangalore. Nikitha Joseph of the same school has bagged the second place and Sunaina Ashok of Sharadanilaya Higher Primary School, Kumta, Uttara Kannada, won the third place. In category two (fifth to seventh standards), Shivaprasad K. Acharya of the Dakshina Kannada Zilla Panchayat Model Higher Primary School, Harady, Puttur, has bagged the first place. Akshata of Canara High School, Urwa, Mangalore, bagged the second place, and Preethi M. Shet of Sri Vidyamandir Education Society, Malleshwaram, Bangalore, won the third place, according to a press release. In the third category (eighth to 10th standards), Y. Megha of Sharada Vidyalaya, Mangalore, has bagged the first place followed by Ria Sushar N. of Little Rock Indian School, Brahmawar, Udupi district, and Ankitha Bhandary of St. Joseph's Central School, Vijayanagar, Mysore.
Award for artiste

Pathala Yaksha Prathistana of Edneer Mutt, Kasaragod, has chosen Kateel Purushotham Bhat, Yakshagana artiste, for its first "Pathala Award,'' according to Muliya Shankar Bhat, Secretary of the prathistana. Mr. Purushotham Bhat is a senior "stree veshadhari'' of Tenku Thittu style of Yakshagana. The award will be presented to him at a function on the mutt premises on April 14. Senior artistes would present a Yakshagana performance after the function. The award has been instituted in honour of Pathala Venkatramana Bhat, noted "stree veshadhari.''
Convention begins today
GADAG
APRIL 1.
A two-day convention of the newly elected members of gram panchayats in Gadag district will begin here on Saturday under the auspices of the Gadag Zilla Panchayat. H.C. Mahadevappa, Minister for Rural Development and Panchayat Raj, will inaugurate the convention. L.C. Jain, former High Commissioner, will deliver the keynote address on the role and responsibilities of panchayat members, especially in the context of financial and administrative powers given to them by the State Government. V.P. Baligar, Principal Secretary, and Shivashailam, Secretary, Department of Rural Development and Panchayat Raj, will speak.
Plans to improve literacy level
KOLAR
APRIL 1.
The administration has drafted plans to increase the literacy level in the district, according to G.N. Nayak, Deputy Commissioner and Chairman of the District Literacy Committee. Speaking at a meeting at his office here on Thursday to review the progress achieved in the implementation of the literacy programme, he said self-help groups will be involved in the programme, He said efforts would be made to cover more persons under the programme to be inaugurated on April 14.
Constable's house looted
KOLAR
APRIL 1.
Unidentified persons looted the house of a police constable and set fire to it in the Marikuppam police station limits at Kolar Gold Fields on Wednesday. According to sources, Neelameghan attached to the Marikuppam police station was deputed to Kolar Gold Fields for the car festival of Sri Prasanna Venkataramaswamy. His family members left the house at 3 a.m. to participate in the festival. Meanwhile, unidentified persons entered the house near the police quarters and took away valuable worth Rs. 4 lakhs. Before leaving, they set fire to the house. The house was destroyed by the time fire tenders rushed to the spot.
