HYDERABAD, APRIL 1. The Government has announced that the open debate on irrigation tenders, it has promised in the Assembly the other day, will be held on April 10. The Chief Minister, Y.S. Rajasekhara Reddy, wrote letters to the Leader of the Opposition, N. Chandrababu Naidu, and floor leaders of the CPI, the CPI(M), the BJP, the AIMIM and representatives of the BSP, the SP and the Janata Party on Friday in this regard.

"The debate, however, will be apolitical in nature as the issues involved are of technical and financial nature," he noted. Dr. Reddy said that technically qualified persons deputed by the political parties would discuss the tenders in the full glare of the media. Parties should send their representatives - qualified and serving or retired engineers - for the debate. The Government would depute its departmental officials and engineers. A technical expert would moderate the debate. Questions should be addressed four days ahead of the debate to the Government to enable the Irrigation Department to present its argument, Dr. Reddy said. The debate should encompass only technical and financial matters, extensively if necessary and not refer to any extraneous issues.
