Delimitation Commission's Order published in Gazette

PONDICHERRY APRIL, 4. The Delimitation Commission of India's order on the number of Assembly constituencies in each of the four regions in the Union Territory with extent of their territorial limits has been published in an extraordinary issue of State Gazette ..

Pondicherry region will have a total of 23 constituencies (including four reserved constituencies) against the present number of 21 seats. The rise by two segments has been affected by the redrawing of territorial limits of a good number of segments.

Karaikal region will have only five constituencies (including one reserved seat) against the present six seats there.

Similarly Mahe region will have only one segment against the present strength of two as Palloor constituency has been merged with Mahe segment. Yanam would continue to be a lone segment.

Thus the thirty seats will be spread over the four regions as: Pondicherry (23), Karaikal (five), Mahe and Yanam one constituency each. All the five reserved constituencies are contained in Pondicherry (four) and Karaikal (one) regions only.

The candidates who would contest the next poll due in 2006 for the territorial Assembly either as nominees of political parties or independents would have new experience and would feel increase in their strain, as the territorial limits of each of the constituencies are widened. The number of voters would also be almost on an even keel without imbalances in number of electorates between the constituencies as has been case all along.

Pondicherry has had some constituencies with less than 9000 voters, and segments with more than 30,000 or 35,000 segments. This uneven strength is being rectified now. As far as Pondicherry is concerned the unique features of delimitation are that the Nettapakkam constituency a traditionally unreserved segment has been made a reserved constituency now. It has been by and large a pocket borough of congress in all the polls held since Pondicherry became free. Bahoor a reserved constituency has been declared to be a general constituency now. The other four segments (Oussudu, Embalam, Tirubuvanai (all in Pondicherry region) and Neduncadu in Karaikal) have however been retained as reserved constituencies).

While raising the number of seats from 21 to 23 in Pondicherry, six newer segments have been created namely Manavely, Indira nagar, Kadirkamam, Kamaraj Nagar, Kalapet and Mangalam.

Cassicadai, Reddiarpalayam, Bussy and Kuruvinatham constituencies in Pondicherry will stand merged with the neighbouring segments. In Karaikal region, Cottuchery will be out of the picture as the number of seats there would be five against six.
