THIRUVANANTHAPURAM, APRIL 4. The Joint Council of State Service Organisations has come out against the decision to transfer the authority for making the appointments to nine posts including those of Lower Division Clerk and Village Assistant which is being done by the District Collectors from the days of the formation of the State to the Land Revenue Commissionerate. The general secretary of the organisation, C.R. Jose Prakash, said in a statement here today that the decision would only cause unnecessary difficulties, delays and additional expenditure. He feared that it would lead to large-scale corruption. It was also against the spirit of decentralisation, Mr. Prakash said. He stated that the Revenue Minister's office was understood to be behind the decision. He wondered why such a decision which would not help the employees, the people or the Government in any way should be taken.
