dated April 6, 1955: Keskar replies to critics

A vigorous defence of the policies and programmes pursued by All India Radio was put forward by Dr. B.V. Keskar, Minister for Information and Broadcasting, on April 5 while replying to the debate in the Lok Sabha on the demands for grants to his Ministry. The Minister questioned the propriety of members taking upon themselves the role of agents to ventilate the grievances of the subordinate staff of the Ministry. Parliament, he urged, should not be made the forum for discussion of petty matters like appointments and postings. Rejecting the criticism that senior AIR officers did not have freedom to discharge their duties without interference from above, he said the days when the Director-General of Broadcasting was the supreme boss of the show were over with the emergence of India as an independent country. With a Government responsible to Parliament, it would no longer be possible for officers under the Government to pursue a strong independent policy. It was the duty of the Ministry to exercise adequate control and see that the policies laid down by Parliament were properly implemented. Refuting the suggestion that AIR was not pulling on well with musicians, Dr. Keskar explained that over 90 per cent of well-known musicians in India were on its rolls and all of them were offering whole-hearted cooperation to the Government.
