LUCKNOW, APRIL 5. Uttar Pradesh Chief Minister Mulayam Singh Yadav today reiterated that the controversial Value Added Tax (VAT) would be implemented in the state only when traders were convinced. ``It is unfortunate that the Centre enforced the new tax regime without discussing it with traders,'' he claimed. Talking to the media here, Mr Yadav said confusion still prevailed over the VAT implementation and the traders had taken to agitation. Commenting on sugarcane dues of farmers for 2002-03, he claimed the mills had started getting payments on the initiative of UP government. He also refused that Rashtriya Lok Dal president Ajit Singh had written letters to him demanding early payments. ``It is between two ally patners and the issue has been sorted out.'' The CM also claimed the national rural electrification programme launched by the Prime Minister yesterday was demanded by UP way back. ``It was a big project hence financial assistance from the centre was required.''
