THIRUVANANTHAPURAM, APRIL 5 . Electronic Corporation of India Limited (ECIL) will implement the Rs. 47.87-crore Fully Automated Services of Transport Department (FAST) project to network the 62 offices of the Motor Vehicles Department (MDV) in the State and to convert them into paperless offices. "The Government has approved the ECIL project after they qualified the technical and financial bid from among the seven bidders. The ECIL had implemented a similar project in Andhra Pradesh. The contract would be signed with the public sector undertaking soon after completing the formalities," the Secretary of the State Transport Authority and the Nodal Officer for the computerisation project, Alex Paul, told The Hindu.
`Paperless' office
The offices would turn "paperless" once the project is completed and the motorists would be able to get any service from any counter from the 62 offices. "The idea is to avoid delay in providing services," he said. The project will be implemented within four months of signing the agreement. Besides preparing the site and undertaking the civil and electrical works, the ECIL would have to install all equipment, including furniture, air conditioners and generators and provide stationery and consumables during the period. The service provider would have to provide all the forms needed for the department, take care of the electricity charges and install additional telephone connections, as the data from each office has to be sent to the central server, to be located in the capital, daily. Under the three-year contract awarded to the Hyderabad-based ECIL, Mr. Paul said the service provider would have to computerise and network the 18 Regional Transport Offices, 42 Sub-Regional Transport Offices and 12 checkposts in the State and link all the 62 offices to the headquarters of the department in the capital.
SMART-Move
The National Informatics Centre (NIC) has already prepared the software, SMART-Move, for the department. The service provider would not have any access to the data and the MVD staff would solely be responsible for the data entry. "In addition to the password and biometrics for the staff, a three-level security system had been introduced designating and restricting the role of those entering the data to the computer, sanctioning authority and supervisor to prevent any manipulation," Mr. Paul said. The service provider would have to impart training to the MVD staff. To ensure that there are no hitches, the ECIL will post a State-level Infrastructure Manager in the capital, two System Administrators each in all RTO's and an Assistant System Administrator in all Sub-RTO's. All the offices have been classified into four and on an average 7-30 computers would be installed as per the grading done by the MVD.
