`Panchayats must meet once in six months to identify beneficiaries'

MYSORE, APRIL 6. The Minister for Rural Development and Panchayat Raj, H.C. Mahadevappa, today said that gram panchayats should meet once in six months to identify beneficiaries of various welfare schemes and undertake development works. Dr. Mahadevappa was speaking after inaugurating a satellite-based communication and training programme organised for the newly elected gram panchayat members by the Abdul Nazir Sab State Institute for Rural Development (ANSSIRD) here.

Interacting with the elected members from the ANSSIRD studio, he said they should not depend on officials for help and participate in the activities of gram panchayats.

He said the members should realise their duties and responsibilities and implement the works undertaken by gram panchayats.

The panchayats should identify areas of development and strive to mobilise resources on their own.

The Government, he said, has delegated 176 development programmes to gram panchayats and has allocated Rs. 2,500 crores to implement them.

The Secretary, Department of Rural Development and Panchayat Raj, A. Shivashylam; the Director-General of ANSSIRD, C.S. Suranjana; and the Additional Director, H.S. Ashokananda; were present.

In the next two-and-a-half-years, the ANSSIRD will train 91,000 elected representatives and one-lakh panchayat raj functionaries through the audio and visual mode. To cost Rs. 30 crores, this satellite-based training programme is the largest ever exercise conducted through satellite communication in the country.

The communication and training programme for capacity building among gram panchayat members will cover representatives of various panchayat raj institutions from 176 taluks of the State.

The satellite-based training programme developed by the Abdul Nazir Sab State Institute for Rural Development is being looked at as a model by other States. Orissa, Gujarat, West Bengal, Madhya Pradesh, Rajasthan and Sikkim have evinced interest in formulating a similar training programme for capacity building among the elected representatives of panchayat raj institutions.
