Shia leader is Iraq Premier

MANAMA, APRIL 7. The Iraqi Shia leader, Ibrahim Jaafari, has been officially nominated as the next Prime Minister and would form government within then next two weeks.

The previous Prime Minister, Iyad Allawi, has resigned to allow Mr. Jaafari to take over, said the Parliament Speaker, Hajim Al-Hassani.

The appointment came soon after the Kurdish leader, Jalal Talabani, was sworn in the President, making him the first non-Arab head of an Arab country.

The ceremony took place in Baghdad's high security "green zone." Mr. Talabani's two deputies, Ghazi Al Yawer and Adel Abdul Mahdi, were also sworn in. Under the existing transitional law, the Prime Minister would exercise maximum power in Iraq's leadership hierarchy. With the way cleared for government formation, Parliament is expected to focus on writing a new constitution by August 15, while fresh general elections are slated for December.

The emergence of the Government reflects the strength, which the country's Shia and Kurdish communities showed during the January 30 national elections.

The Shias mustered 146 seats in the 275-member Assembly, while the Kurds got 75 seats, paving the way for the emergence of a Shia Prime Minister and a Kurdish President. Mr. Talabani's elevation will allow his one-time rival Masoud Barzani to emerge leader in the Kurdish areas of northern Iraq.
