MOSCOW, APRIL 7. Russian air defences will shoot down passenger planes over Moscow if they get captured by terrorists, said a top Russian military commander. "I'll do it despite the lack of corresponding legislation," Colonel-General Yuri Solovyov, commander of special forces which incorporate air defences and air force units. He added though that a final decision would be taken by the Supreme Commander, President Vladimir Putin, or the Defence Minister, Sergei Ivanov. "If I don't shoot down an airliner with passengers on board [which is controlled by terrorists] that is heading to Moscow, I'll be handcuffed," Col.-Gen. Solovyov said. "If I shoot it down, I'll be still handcuffed."
