NEW DELHI, APRIL 7. The Andhra Pradesh Chief Minister, Y.S. Rajasekhara Reddy, today asserted that his Government had an `open mind' on the issue of talks with naxalites and it was up to them to discuss the modalities for laying down arms. "In a democracy, other than law-enforcing authorities, anyone cannot be carrying arms. It cannot be accepted... we hope sooner or later the prodigal sons would look to discuss the modalities of laying down arms... we have an open mind,'' Dr. Reddy said at a press conference here. He said the State Government had conducted one round of talks and was ready for subsequent rounds. For the sake of establishing permanent peace, the naxalites should lay down arms.
Development schemes
Dr. Reddy said the State Government was trying to do its best under the remote area development scheme and had earmarked Rs. 150 crores for 10 districts each year to remove backwardness in the region. The Chief Minister said he also had a meeting with the Finance Minister, P. Chidambaram, and sought release of the balance amount due to the State under the National Calamity Contingency Fund. He said due to accounting process problems, the utilisation certificate procedure for the funds releases could not be furnished so far and would be done so shortly. Besides this, the State sought early clearance for World Bank loans including Rs.16.10 crores for structural adjustment and Rs. 300 crores under the Nagarjuna Sagar Right and Left canal modernisation. The State also asked the Centre to release Rs.101-crore incentives for successful implementation of fiscal reforms and exercising financial prudence. It also asked the Centre to extend the facility given to MPs, in calculating income tax on salaries drawn by them as legislators.
