Privilege proceedings dropped against Balasubramoniyan

CHENNAI, APRIL 7. The Assembly today decided to drop the proceedings of breach of privilege against the Congress Legislature Party leader, S.R. Balasubramoniyan.

Placing the Committee of Privileges report, A. Arunchalam, Deputy Speaker, and panel chief, said as Mr. Balasubramoniyan conveyed his regret in writing, the committee decided to treat the matter as closed.

Subsequently, the Speaker, K. Kalimuthu, asked the Leader of the House, C. Ponnaiyan, to move a motion to approve the panel's recommendation.

The motion was adopted by a voice vote.

The proceedings were initiated against the Congress leader in April 2003 after he made charges in the House that the Opposition was not getting mike connections and that intelligence personnel manned the public address system in the Assembly.

The committee concluded that Mr. Balasubramoniyan continuously reiterated the ``baseless charges,'' which sought to cast aspersions on the Speaker.

Considering the fact that he was a senior member and leader of a legislature party, the panel decided to drop the proceedings with the recommendation that he should avoid making such baseless charges in the Assembly.
