MANGALORE, APRIL 7. The Lokayukta police on Thursday raided the office of the District Manager of the Scheduled Castes and Scheduled Tribes Development Corporation based on complaints of corruption in releasing money to beneficiaries of the safai karamchari rehabilitation scheme. The Lokayukta has recommend departmental action against the District Manager and a second division clerk in this regard.
Complaint
The Superintendent of Police (Lokayukta), C.B. Malajure, said that the raid was carried out following a complaint from Babu, who was selected by the corporation for grant of loan-cum-subsidy of Rs. 15,000 under the scheme. Dependents of pourakarmikas are eligible for financial assistance of Rs. 15,000 to take up self-employment activities. Mr. Malajure said the District Manager, Gangahanumaiah, and the second division clerk, Somanna, had allegedly committed several procedural lapses in releasing financial assistance to the beneficiaries. He said since most of the beneficiaries were illiterate, the clerk was found to have manipulated records to show that the assistance was released before the end of the previous financial year. According to Mr. Babu, the officials used to keep a portion of the assistance and release the remainder. Mr. Malajure clarified that out of the Rs. 15,000 assistance provided under the scheme, Rs. 7,500 was loan and rest subsidy, which the beneficiary need not repay. The officials used to obtain a cut before releasing the cheques to the beneficiary, he said.
Procedural lapses
Noting that verification of records has indicated several procedural lapses as well, Mr. Malajure said that all this has been compiled in the form of a report and the same will be forwarded to the Managing Director of the corporation to enable the official to initiate departmental action.
