HUBLI, APRIL 8. The Lokayukta, N. Venkatachala, has said that there is nothing personal in his actions against corruption and he is only discharging his responsibilities. Replying to a question, Mr. Venkatachala said he has one more year in office and he would like to create awareness among the people of the need to raise their voice against corruption. He has disposed of 26,000 cases during his tenure, he added. He said he can be more effective if the Government accedes to his request to give him suo motu powers to initiate action against corrupt government officials. As the Government is hesitant, he has decided to invoke the provisions of the Prevention of Corruption Act to proceed against such officials. He has instructed officials who have the power to grant bail on their own to refer cases to the courts. "Let the courts exercise judicial discretion on granting bail or refusing it," he added. Mr. Venkatachala said the absence of power to initiate suo motu action has put limitations on his functioning and he is not be able to act unless he gets a complaint. "Give me the powers and see how I exercise them. I can take cognisance of newspaper reports and initiate suitable action.'' He said he was exercising powers vested with the Upa Lokayukta, when the post was vacant, to take action against a category of government officials. Now that the Upa Lokayukta has been appointed, he is no longer able to exercise the powers. The Upa Lokayukta must exercise the powers vested in him to tackle corruption. He cannot tell the Upa Lokayukta what he should do, Mr. Venkatachala said and described his relations with the functionary as perfect and cordial.
Dharwad visit
On his five-day tour of Dharwad district, he said corruption is rampant in most departments. The situation in Hubli-Dharwad Municipal Corporation is causes for concern. The Commissioner appears to be the only good officer and there are efforts to get him transferred, he said and expressed concern over the unwillingness of people to file complaints.
