Pakistani indicted for export of nuclear device

WASHINGTON, APRIL 9. A Pakistani national has illegally exported devices that could be used to test, develop and detonate nuclear weapons; and a Federal indictment has been unsealed against him together with a guilty plea from a business associate of his who has admitted sending the devices purchased here in the United States to Pakistan through South Africa. The indictment has been returned against Humayun Khan and his business associate, Asher Karni, an Israeli national, who was arrested on January 1, 2004 as he tried to enter the country at Denver International Airport.

Mr. Karni has admitted to purchasing sophisticated oscilloscopes and high speed electrical switches and sent them to Pakistan via South Africa to avoid suspicion. "The proliferation of nuclear components is not only a homeland security threat but a global threat", Michael Garcia, the Assistant Secretary in Homeland Security has said. The indictment was unsealed in a U.S. District Court here.

It is said that Mr. Khan asked Mr. Karni for help in getting oscilloscopes that are used for testing and developing nuclear weapons and missile delivery systems. Mr. Karni was also asked by Mr. Khan to send high speed switches known as "triggered spark gaps" to a customer in Pakistan. Federal authorities were alerted to plans of shipping some 200 triggered spark gaps from New Jersey to Pakistan; and the switch manufacturer agreed to ship malfunctioning spark gaps as a way to foil the efforts of Mr. Karni and Mr. Khan.

Upon arrest in January 2004, Mr. Karni pleaded guilty to five Federal felonies including conspiring to export nuclear technology items to Pakistan. Mr. Khan, while acknowledging his business relationship with Mr. Karni, maintains his innocence.
