PATNA, APRIL 9. The Rashtriya Janata Dal spokesman, Shivanand Tiwari, had his way eventually when the Siwan District Magistrate, C.K. Anil, withdrew his externment order and ordered his release, when produced before him. He was arrested earlier in Patna and `prevented from going to Siwan to defy the controversial order.' The State administration had taken Mr. Tiwari into custody soon after he emerged from his residence. Mr. Tiwari had described the order as "undemocratic" and said that it impinged on his fundamental rights. Mr. Tiwari was produced before the District Magistrate who held a court in a school in the bordering village of Amlori in Siwan and after a brief hearing released him and withdrew his own order externing him for two months on grounds of making a provocative speech last month.
