Administrative reforms

Sir, — This refers to the decision to set up the Second Administrative Reforms Commission to prepare a blueprint for revamping the public administration system (April 9).

Going by past experience, it seems that the proposed Commission too will be "of the paper, by the paper and for the paper" without touching the root of the problem.

Actually, no commission is needed to say what reforms are needed.

The experience in the Atomic Energy Commission and the Indian Space Research Organisation are enough.

Starting from scratch, these organisations achieved success in a short time.

Similar results can be achieved in all aspects of governance if all sections of government are reorganised on similar lines, ensuring professionalism and accountability along with transparency duly defined by law.

S.S. Kaimal,
Thiruvananthapuram
