CPI(M) to update ideological document in a year

NEW DELHI, APRIL 10. After registering an upswing in its membership, the Communist Party of India (Marxist) has decided to bring in a "qualitative improvement and quantitative expansion" in the future and carry out a rectification programme to strengthen communist norms.

Adopting the first part of the Political-Organisational (Pol-Org) report, the 18th party congress detailed seven tasks over the next three years to carry forward planned development to improve the class and social composition of the party at all levels.

Briefing correspondents today, the Polit Bureau member, Sitaram Yechury, said the party had decided that within a year it would bring up to date its ideological document, last updated at the 14th congress. During the discussion on the political resolution, the delegates had stressed the need to update the ideological document of 1992 in the light of later developments.

The congress also amended its Constitution dealing with the Central Control Commission. Mr. Yechury said the amendment was to ensure there was no conflict of authority and that under extra-ordinary circumstances, the decision of the Commission could be overturned by a two-thirds majority by the Central Committee. The amendment came in the wake of a development with regard to a situation in the Kerala unit a few years ago.

The congress decided to draw a comprehensive plan to expand the party base and asked each State unit to identify priorities, both area- and sector-wise. The party would also carry out regular programmes to educate and spread awareness about its policies and ideology among the cadres and lay emphasis on the recruitment of younger cadres.

Mr. Yechury said the party had decided to carry out a rectification campaign to strengthen communist norms and also to adopt it as a continuous process. The party would also guard against violations of communist norms and take proper action.

The party had split the Pol-Org report into two parts; the first dealt with organisational issues and the other on firming up views and setting parameters on policy issues to "remove confusion" on variances in application with regard to States where the party lead the government and the Centre, where it extended outside support to the Government.
