HOSPET (BELLARY DT.), APRIL 11. Only the Supreme Court alone can solve the tangle of the Common Entrance Test (CET), said M.P. Prakash, Minister for Revenue. Mr. Prakash told presspersons on Sunday that the Centre had to enact a law to resolve the issue and all the southern States had made an appeal to it in this regard. The State Government, besides continuing talks with the Consortium of Medical, Engineering and Dental Colleges-Karnataka (COMED-K), has decided to start six more medical colleges, he said.
Circuit Bench
Mr. Prakash supported the demand of the advocates in Bellary district for the Circuit Bench of the High Court. "With good roads and transportation facilities, it will be better that Bellary district is brought under the jurisdiction of the Circuit Bench to be set up in Hubli-Dharwad. In case of any technical difficulties, the Government should retain Bellary under the jurisdiction of Bangalore," he said. Mr. Prakash said he had spoken to the Chief Minister, N. Dharam Singh, and with the Law Minister, H.K. Patil, in this regard besides explaining the hardships the litigants face in reaching Gulbarga in the absence of good roads and better communication network. Under these circumstances, Bellary and Koppal districts can be tagged on to Hubli-Dharwad instead of Gulbarga. "If necessary, let Bijapur, which is near to Gulbarga, be included in the jurisdiction of Circuit Bench of Gulbarga," he said.
Data centres
Mr. Prakash said data centres will be opened in a couple of months to enable farmers to get their computerised "pahani" (land records) under "Bhoomi" scheme at the hobli level. Interested unemployed youths have been asked submit their applications to set up these centres. Earlier, participating in the valedictory function of the day-long legal awareness camp for the newly elected gram panchayat members, Mr. Prakash said the State Government has laid stress on making the gram panchayats financially strong.
Empowering panchayats
As per the recommendation of the Dr. Nanjundappa Committee, steps are being taken to release grants to the most backward taluks of Sandur and Kudligi and backward taluks of Hadagali, Hagari Bommanahalli and Sirguppa. A person of the rank of Shirastedar will be posted as secretary of the grama panchayat besides an accountant and a planning officer. Every gram panchayat will be constructing about 40 houses, of which 20 houses will be reserved for Scheduled Castes and Scheduled Tribes and another 20 houses for other categories. He called upon the newly elected members, women in particular, to accord priority for drinking water, starting of school, anganwadi centres, and toilets.
