NEW DELHI, APRIL 12. The President, A.P.J. Abdul Kalam, today presented the gallantry and distinguished service awards to 63 service personnel and civilians in a simple and poignant ceremony here. The ceremony was made more memorable by Mr. Kalam when he spurned protocol and stepped off the dais to go forward to present the award to relatives of the 15 posthumous awardees. The total 63 awards included 14 Param Vishisht Seva Medals (PVSM), 23 Ati Vishisht Seva Medals (AVSM), two Kirti Chakras (one posthumous), two Uttam Yudh Seva Medals and 22 Shaurya Chakras (14 posthumously). Capt. Sajjan Singh Malik of the 10 Para (SF), was awarded the Kirti Chakra (posthumous) for his conspicuous gallantry during an encounter with terrorists in Baramulla last July. Even after being hit, he did not give up and even facilitated the escape of two civilians caught in the crossfire by stepping out of cover to divert fire on himself. Notwithstanding his serious injuries, Capt. Malik gunned down two terrorists before succumbing. His father, Honorary Capt. Rachpal Singh Malik, received the award on his behalf. The other recipient of the Kirti Chakra was BSF officer Narendra Nath Dubey, who led the operation in which terrorist mastermind and chief operational commander of the Jaish-e-Mohammad "Ghazi Baba" was killed. Despite having sustained eight bullet wounds and a shattered right arm when the terrorist shot him point blank, Mr. Dubey refused to give up and pursued and gunned down Ghazi Baba. Constable Balbir Singh, who had earlier saved Mr. Dubey from being shot by jumping into the line of fire, was conferred the Shaurya Chakra (posthumous). His wife came to receive the award. The recipients of the PVSM included ARTRAC GOC-in-C Lt Gen K Nagaraj tipped to be the chief of the newly-formed South Western Command of the Army, Central Command GOC-in-C Lt. Gen. Ramchandra Subramanyam, IAF Vice Chief Air Marshal S.K. Malik, Deputy Chief of Naval Staff (DCNS) Vice-Admiral Sureesh Mehta, Deputy Chief of Army Staff (Plng & Systems) Lt. Gen. Padam Pal Singh Bhandari, DG, Armed Forces Medical Services Lt. Gen. J.R. Bhardwaj, Electronics & Mechanical Engineers (EME) DG Lt. Gen. V.K. Dhir, Quarter Master General Lt. Gen. A.S. Bahia, former Chief of Staff, Southern Command Lt. Gen. (retd) Satish Bhalchandra Satpute, former DG, Ordnance Services Lt. Gen. (retd) R.S. Shahrawat and Air Officer Administration (AOA) at the Air Hqs Air Marshal H.S. Garkal. Adjutant General Lt. Gen. Mohinder Singh and the GOC of the Srinagar-based XV Corps Lt Gen Nirbhay Sharma were conferred the Uttam Yudh Seva Medal. The winners of the AVSM included the chief of the tri-service command at the Andaman & Nicobar Islands Lt. Gen. Aditya Singh, Director-General, Mechanised Forces Lt. Gen. Gurdittar Singh, III (Spear) Corps GOC Lt. Gen. Daljeet Singh, Central Air Command's Senior Air Staff Officer (SASO) Air Marshal P.K. Mehra, Eastern Fleet's Flag Officer Commanding Rear Admiral Sunil Krishnaji Damle and Flag Officer, Sea Training (FOST) Rear Admiral I.K. Saluja. Three civilians including a girl, Udita Karmakar who alone fended off a gang of dacoits ransacking here home, were also decorated with Shaurya Chakras. The other two included an Amritsar-based businessman, Amardeep Singh, who not only fought off a gang of robbers in Patna but walked to hospital unaided to get himself treated and Indore resident Dilip Agrawal (posthumous), who lost his life protecting a woman from being robbed.
