NEW DELHI, APRIL 12. These are the people who create films that can make a difference to the lives of millions. But facing numerous problems, independent documentary makers are finding it difficult to make ends meet. The documentary has generally been treated the world over as a poor cousin of the more glamorous products of commercial cinema. This is a pronounced phenomenon in the South Asian countries, especially India, say those who make documentaries. The absence of a funding body similar to those in the United States or France that distributes funds to small and nascent film-makers, has clearly left committed non-fiction film-makers constrained. ``There is an entertainment tax levied in France on film-makers and a body takes care of distributing the funds to those who ask for it. In India the tax money is caught in bureaucratic tangles and does not reach the producer,'' says Manu Rewal, an independant documentary maker. As of now, in India the Public Service Broadcasting Trust (PSBT) and Doordarshan are the only avenues to promote independent producers. ``However, the Government has a significant role in the selection of topics and the manner of production, so film-makers' freedom is chained... ,'' says Dr. Sabyasachin, who has produced several documentaries for Doordarshan. Because it does not make enough money, the documentary is often considered a commercial untouchable: it does not often get slots on private television channels. ``We don't have movements similar to those in the West that can take up cudgels on our behalf. So we often end up chasing the channels... Another problem is finding people to finance us,'' says Dr. Sabyasachin. PTI
