dated April 16, 1955: PM writes to Kotelawala

Ceylon has received a further communication from Prime Minister Nehru concerning the Indo-Ceylon problem of citizenship, an official spokesman said in Colombo on April 15. The communication was handed over to Sir John Kotelawala, Prime Minister, by the newly-appointed Indian High Commissioner, Mr. B.N. Chakravarthy, at their first meeting on April 13. The communication, which was a reply to two earlier letters from Sir John, restated India's point of view that the slow progress of registration of citizens on Ceylon's side and the high rate of rejection of applications had aggravated the problem. Mr. Nehru has regretted that a solution to the problem should have become difficult despite the two conferences he had had with Sir John. He denied that there was any intention on the part of India not to cooperate with Ceylon in the solution of the problem.
