The just signed bilateral "open skies" agreement between India and the U.S. is certainly the most expansive deal, in both conception and scope, India has struck with any other country so far. If the full potential of the Air Services Agreement is to be achieved, we need to get the infrastructure of the country's airports into some shape.

We need to make sure that we can take full advantage of the agreement, and see that Indian carriers, both national and private, are not grounded by unnecessary restrictions and lack of aircraft and trained personnel. We can no longer afford to be casual in modernising airports and building new ones.
