VISAKHAPATNAM: The Advisor to the Election Commission, Kommajosyula Jagannadha Rao, has stressed the need for an increase in awareness level of voters with focus on the antecedents of candidates. He was speaking at a meeting on "Conduct of elections - then and now,'' organised by the Lok Nayak Foundation here on Sunday. The conduct of elections has become a difficult exercise owing to communal factors dominating the scene, he said. Those with a criminal background, instrumental in rigging, later began contesting elections themselves. High Court judge N.V. Ramana, said in the first election conducted at a cost of Rs.10.3 crores, the polling percentage was 61.2 per cent. In the latest election which cost Rs.1,300 crores, the percentage was 57.65 per cent. He attributed the fall to the incidence of violence and increase in the role of money and muscle power.
