NEW DELHI: : A retired employee of the Central Bureau of Investigation (CBI) has moved the Delhi High Court accusing BSES Rajdhani Power Ltd., one of the private power distribution companies of the Capital, of sending him a cumulative bill of more than Rs. 50,000 without ever giving him a connection. The petitioner, Ved Pal Singh, through his counsel, R.K. Counsel, said that way back in 1996 he had applied for a power connection for his house at Sangam Vihar in South Delhi, which was then unauthorised. The then Delhi Vidyut Board (DVB) refused to provide the connection on the plea that the house was built on an unauthorised land. However, the Board agreed to oblige him if he deposited the development charges, the petition said. As directed by the Board, the applicant deposited the development charges and once again requested it to provide the connection; yet the power authorities did not do anything, the petition said. In the meantime, the Board and later its successor in the area where the petitioner resides started sending him bills for power consumption. Another interesting fact of the case was that the applicant had, in the meantime, shifted to another house in Fridabad, after having failed to get the power connection in the original house. Taking note of the petitioner's plea, Justice Geeta Mittal stayed the operation of the latest bill of December 2004 till May 5 and issued notices to the private power company.
