LUCKNOW: The Uttar Pradesh government has cleared the decks for early implementation of the much publicised 1000 megawatt Anpara-C Thermal Power project. The State Cabinet chaired by Chief Minister Mulayam Singh Yadav approved the Request For Proposal (RFP) submitted by eight private power companies to U.P. Power Corporation Limited (UPPCL) last year. Briefing mediapersons here, State Chief Secretary V.K. Mittal said now all the eight companies would be asked for competitive bidding while the U.P. Power Regularity Authority will monitor the process. He informed that the bidding process would take at least five months time. UPPCL Managing Director Deepak Singhal said here, after awarding the bid, the selected company would be asked to complete the Rs. 4,000 crore project within four years. Before selecting the bidder, the power regulatory authority would meet the bidders, while a group meeting of all the bidders would be held by the consultant appointed by the UPPCL. Earlier, a global tender for the 1,000 MW Anpara C to invite private companies was floated by the UP government in October 2004 on build own, operate and maintain basis. The decision was taken after getting recommendations from the Energy Task Force and suggestions from international level rating companies Ernst and Young and Pricewaterhouse Coopers. India's eight private power companies have bid for Anpara C project, which had been scrutinised by the consultancy firms. The prominent companies who bid for the 1,000 MW thermal power project are Reliance Energy, Tata Power Limited, Ahmedabad Electric Company, Essar Power, Lanko Kundapalli Power Private Limited, CLP Power India Private Limited, Aditya Birla Group and AES India Private Limited. Anpara C is the third phase of the Anpara Thermal Power Project in Sonebhadra with Anpara A having a generation capacity of 3x210 mw and Anpara B 2x500 mw. The Anpara C project has in the past generated enough political heat in UP in the 1990s and early 2000. The proposed project is pending for over a decade now. Anpara A and B were commissioned in the early 90s. The previous BJP-BSP government had even invited Organisation for Economic Corporation and Funding (OECF) to finance Anpara C as they had funded Anpara A and B, but nothing materialised. Later an MoU was also signed with the Japan Bank for International cooperation (JBIC) to finance the project but it did not take off. The Kalyan Singh government in 1997 had invited Hyundai Company to take over the Anpara C project but this too failed.-- UNI
