ISLAMABAD: The Pakistan Rangers (Sindh) and the Border Security Force have signed an agreement to enhance mutual understanding and cooperation on border issues. Under the pact, any attempt to spoil the "peaceful environment" would be immediately addressed at the level of the local commanders. A ceasefire has been in force on the India-Pakistan border, including the Line of Control and the Siachen glacier, since the last week of November 2003. Barring one incident of violation on both sides, the ceasefire has been a remarkable success. The agreement was signed in Karachi on the conclusion of the biannual meeting of the BSF and the Rangers on Saturday. The signatories were the Director General, Pakistan Rangers (Sindh), Javaid Zia, and the Inspector General, BSF (Punjab Frontier), G.S. Gill. Mr. Gill headed the 17-member Indian delegation to the talks. At a news conference, the heads of both teams expressed satisfaction over the outcome of the talks and vowed to promote understanding and professional cooperation. They noted that since the last meeting in Chandigarh in October last, 585 boundary pillars had been repaired (368 by India and 217 by Pakistan) and 114 pillars reconstructed, relocated or rechecked (57 each by Indian and Pakistan). The delegations also agreed on the modalities for the return of persons who crossed the border inadvertently, exchanged the list of such individuals and also agreed on matters pertaining to the smuggling of narcotics. Maj. Gen. Zia said the confidence-building measures initiated by the Indian and Pakistan Governments had not only changed the atmosphere but also brought about normality at the borders.
