The fact that Lalu Prasad has not stepped down as Railway Minister even after charges have been framed against him in the multi-crore fodder scam, is unfortunate. As a Cabinet Minister, he should set an example by quitting. Union Law Minister H.R. Bharadwaj's argument that disqualification is only post-conviction is, at best, technical.

Now comes the ghost from his past in the form of the fodder scam. The demand that he step down is gaining momentum. For better or for worse, Mr. Prasad is always in the news.
