The Parliamentary Standing Committee on Finance is quite right in rapping the Ministry of Finance for the sloppiness in using the country's computer prowess in facilitating efficient tax collection. The improprieties and irregularities in land tax collection are matters of particular concern. The Village Offices and other revenue officials do not keep any record of the taxes property owners pay. It is impossible to check if a particular owner has paid the right amount of taxes on a regular basis. Since the whole process is arbitrary, the revenue officials charge tax according to their whims and fancies.
