NHRC takes suo motu cognisance of abuse report

NEW DELHI:
The National Human Rights Commission has taken suo motu cognisance, based on a report in a section of the media on April 25, of a 28-year-old man being caged for nine months in Muthu village in Jharkhand.
It was reported along with a photograph that the mentally-challenged youth, Praveen Manjhi, had been confined for the past nine months in a 6 ft. long and 4 ft. wide cage as he had become violent and hurt some villagers. The report said Praveen had lost his mental balance two years ago.

Chief Secretary
The Commission observed that if the contents of the report were true, it raised the serious issue of the abuse of mentally-ill persons. A copy of the news item had been sent to the Chief Secretary, Jharkhand, for him to look into the allegations and submit his comments within two weeks.
