dated April 28, 1955: Poll panel suggestions

Suggestions to simplify the procedure of elections to Parliament and State Assemblies are contained in a report on the first general elections in India in 1951-52, which was laid on the table of the Lok Sabha on April 26. The report, prepared by the Chief Election Commissioner, Mr. Sukumar Sen, has recommended that the election programme should be so compressed as to reduce the time at present taken for holding the election. The Commission would in future endeavour to ensure that polling for general elections took place simultaneously all over India and was completed in each State within, say, three weeks. The period from the date of notification to the declaration of results should be 63 days. Another point which deserves special emphasis is the desirability of holding simultaneous elections to the House of the People and the State Assemblies. In order to hold simultaneous elections, it may be necessary to dissolve some of the legislatures slightly prematurely. Such an arrangement will not only save a great deal of avoidable expenditure, but will also be convenient from the point of view of the candidates, political parties and the election machinery, says the report, and suggests that future general elections should be so timed that polling might take place in January or February.
