This Day That Age
The Ceylon Prime Minister, Sir John Kotelawala, said in Colombo on April 26 that he would be convening an important conference "some time next week" to settle the Indo-Ceylon problem once for all. "This is after all a human problem - a problem dealing with so many human beings and not cattle and we cannot allow it to drag on endlessly." Sir John added that he proposed to invite all Ceylon officials connected with the problem and officials of the Indian High Commission to the conference to thrash out the various issues connected with the dispute over the future status of Indians resident in Ceylon. Referring to the Delhi agreement of January 1954, Sir John admitted that not only the Indian High Commission, but the Ceylon officials also were not implementing that agreement in the spirit in which it was signed. He said he was fully aware that citizenship applications of Ceylon Indians were being rejected on flimsy grounds such as illegible signatures of justices of peace, etc. It was for that reason he was calling for a conference.
