NEW DELHI: The Union Cabinet has cleared the setting up of the National Knowledge Commission, announced by Prime Minister Manmohan Singh in January, to give India "the knowledge edge in the world" and help "consolidate its position as a knowledge power." Besides, it will also explore avenues of making the Government more responsive and transparent. Headed by technocrat Sam Pitroda, with molecular biologist P.M. Bhargava as vice-chairman, the Commission will advise the Prime Minister on matters of policy relating to management of knowledge areas. It has been asked to find ways of building excellence in the educational system to meet the knowledge challenges of the 21st century and increase India's competitive advantage in the area.
Working groups
The NKC has also been given the mandate to promote the creation of knowledge in science and technology laboratories, improve the management of institutions engaged in Intellectual Property Rights, enhance knowledge application in agriculture and industry and facilitate the use of knowledge capabilities to make the government an effective, transparent and accountable service provider. For each term of reference, working groups will be set up under the Ministries concerned. While the Planning Commission will be the nodal agency of the NKC for administrative, logistical, planning and budgeting purposes, a national steering group will be set up under the chairmanship of the Prime Minister with the Ministers of Human Resource Development, Agriculture, Commerce and Industry, Communications and Information Technology and Science and Technology as members. The Deputy Chairman of Planning Commission will also be a member of the steering group. The Commission has been asked to develop a set of "clear deliverables" along with a 36-month plan of action by October 2.
