DHARWAD: The Minister for Rural Development and Panchayat Raj, H.C. Mahadevappa, on Thursday called upon the newly elected members of the gram panchayats to warm up to the new powers given to them and help bring about rural transformation. Inaugurating the one-day district convention of the newly elected panchayat members at the Gandhi Bhavan on the Karnatak University campus, Dr. Mahadevappa said that the State Government amended the law to give them more powers and had allocated funds for taking up development works to meet the local needs. The convention had been organised as a part of the instructions given by the State Government for holding the district conventions on the model of the one held in Gadag district a couple of weeks ago. But the convention proved to be quite desultory, with three Ministers H.K. Patil, Jabbar Khan Honnali, and Basavaraj Horatti all billed as the chief guests, and two MPs, Pralhad Joshi and Manjunath Kunnur, staying away. The organisers failed to provide proper seating arrangements to the visiting panchayat members, which forced over 100 members to squat on the ground. The State Government had taken up a massive programme of providing toilet facilities to the rural women, the Minister said. Efforts were underway to undertake capacity building programmes for the new members. The Minister for Municipal Administration, S.R. Morey, presided over the function. The MLAs, M.S. Akki of the Janata Dal (United), and Vinay Kulkarni of the Congress, and Veeranna Mathikatti, Congress MLC, spoke on the occasion. The convention began more than 90 minutes late.
