NAGAPATTINAM: The State Government has permitted sanction of an advance of Rs.10,000 to fishermen directly for purchase of wood and permitted sanction of an advance of 40 per cent for payment to the implementing agency for repair and reconstruction of partly and fully damaged mechanised boats in the tsunami-affected areas, said the Collector, J. Radhakrishnan, here today. The Collector told The Hindu that the Government had permitted sanction of the amount based on demand from fishermen to simplify the procedure for repairing boats. He said that the Government had so far paid Rs.39.71 crores on various categories of relief for rebuilding and repairing various categories of boats and nets to ensure quick rehabilitation. Explaining the status of rehabilitation package, he said that Rs.12.03 crores was disbursed to 783 fishermen at the rate of Rs.32,000 for fully damaged catamarans with nets and to 4,337 fishermen at the rate of Rs.22,000 for fully damaged catamarans without nets. Similarly, Rs.4.77 crores was given to 4,772 fishermen at the rate of Rs.10,000 per catamaran for replacement of nets. The Collector said that Rs.4.57 crores was provided to 2,285 persons at the rate of Rs.20,000 each for purchase of nets for vallams (small boats) and Rs.1.88 crores was given directly to 1,254 beneficiaries at the rate of Rs.15,000 each for partly damaged Vallams. Besides, Rs.95 lakhs was sanctioned to 159 persons at the rate of Rs.75,000 per unit for fully damaged vallams inclusive of nets and at the rate of Rs.55,000 per unit exclusive of nets. With regard to mechanised boats, Mr Radhakrishnan said that Rs.5.94 crores was sanctioned to 132 persons up to a maximum of Rs. five lakhs each for fully damaged mechanised boats. Similarly, Rs.8.97 crores was given to 379 persons for partly damaged mechanised boats up to a maximum of Rs. three lakhs per unit. The Collector said that the Government had given Rs.60.40 lakhs at the rate of Rs.5,000 each for 1,208 persons for partly damaged outboard motor of boats. The Government had sanctioned 35 per cent subsidy for 91 small scale units including ice plants and a team had been formed to assess the damages of processing units.
NGOs's gesture
Mr. Radhakrishnan pointed out that various Non-Governmental Organisations had presented about 300 fibreglass boats with outboard motors and nets worth Rs.4.8 crores to fishermen. The Rotary International had retrieved 53 mechanised boats that were thrown in the marshy land off Pazhayar fishing harbour at a cost of Rs.17.50 lakhs and these boats were undergoing repair.
Port development
The Collector said that the Nagapattinam port was immediately made operational after the tsunami and was being developed initially at a cost of Rs.45 lakhs by the State Maritime Board and the port would soon be developed at a cost of Rs.50 crores through the Asian Development Bank loan. Similarly, the fishing harbour at Pazhayar and the fish landing centres at Arcottuthurai in Vedaranyam and Akkaraipettai in Nagapattinam would be developed at a total cost of Rs.four crores.
