KABUL: The nomination of candidates for Afghanistan's first parliamentary elections since the fall of the Taliban started on Saturday, as preparations began in earnest for the Sept. 18 vote. Candidates have until May 19 to submit their applications to offices of the joint Afghan-U.N. electoral commission across the country, the commission said at a news conference. The much-delayed election follows last year's adoption of a new constitution and a landmark vote for President, completing a democratic transition mapped by Afghan and international leaders after U.S. forces ousted the Taliban Government in 2001. Contenders for the lower house of Parliament must resign top government positions, sign a declaration that they have no links to illegal militias and submit the voter identification card numbers and signatures of 300 supporters. Nominations began after the Government finalised disputed population estimates crucial to the allocation of the 249 seats. Based on a partial census last year and the last full survey more than a quarter-century ago, it put the total population at 21,677,700. AP
